Problem with mileage in my Hero Honda Super Splendor

I bought my SS on 2nd Jan 2006, ran more than 3000 Km and my 2 services are over..
Before my first service my highest mileage was 58 and considering the fact that I am not an expert rider, the bike must have performed extremely well. But to my despair, it started giving a mileage in the range 43 - 48 immediately after my first mileage (too pathetic). The changes in my riding was I strarted riding a bit rash, usual speed of 55-60 only.
I felt the mileage is too slow, tried controlling my riding style a bit but still mileage didn't improve. I took my bike to service centre asking for a test, but couldn't do it as the capacity was full.
My bike had covered almost 2000 Km by then and I wanted to see the mileage in highways. I took my bike to Mysore and never bothered to bring down the speed. It touched high 80's during first 100 Km but had drank almost more than 3 litres of petrol !! too pathetic. I realized it is giving very less mileage beyond 60, so I reduced speed to 60 constant and I completed the total journey of 310 Km at 7 Lit of petrol. Mind it was 2 people on the bike and almost 130 Kg payload (I am 70 Kg in weight !!).
During my second service I mentioned this problem and asked them to have a thorough check. By the way I purchased my bike from Prakash Motors, the leading bike dealer in Karnataka for Hero Honda Motors.
After the service as well the mileage didn't improve and this made me a bit worried. I took my bike again to the dealer and asked for a thorough check. This is the time I noticed one more thing. The tyre pressure to be maintained is a little high than other bikes. The service manager told that it is a major reason for the drop in mileage.
The air pressure was made to 41 and 33. The mechanic attached a 100 ml test container to my carburetor and with me sitting behind, he went for a test ride in Bangalore city and to my surprise, It showed a count of 6.3, means 63 Kmpl ....!!!!!!!!

Its engine, one of the two `core' engines developed so far by Honda Motor Company, provides 5 km more per litre of petrol when compared to the existing Splendour, plus increased power.

"It is the first of a few engines that we will launch. It is the first of a few core engines exclusively developed for Hero Honda by Honda Motor Company," Mr Sobti said at a press briefing.

In reply to questions about the apparent competition between Honda Motorcycle & Scooter India and Hero Honda, senior officials claimed that was not the case and there was much co-ordination between the companies.

"Both the companies are going to stay independent. Hurting either of us does not arise," said Mr Brijmohan Lall, Chairman, Hero Honda.

Honda's own motorcycles in India were directed more at Hero Honda's competition rather than the models from the Hero Honda stable, officials said.

While no sales target for the Super Splendour was disclosed, the company hopes to sell more than its predecessor, the Splendour. On Hero Honda likely vacating or going slow on the 100 cc segment, Mr Sobti said, "We will leave that to the customer."

The company is expected to decide soon on its plans for a third plant. "We are fully equipped to meet the demand for this year and the next with the existing plants," said Mr Pawan Munjal, Managing Director, Hero Honda.

Despite the year starting weak, Mr Sobti said he expected the two-wheeler market to show a 17 per cent growth, including a 20 per cent growth for the motorcycle segment and a 27 per cent growth for Hero Honda. Next year, he expects the two-wheeler market growth rate to be at least 15 per cent.
